Standard packs have a documented Heirloom Shard drop rate of approximately 0.045% .
Retro Packs are a way for players to earn Heirlooms or Prestige skins from past collection events.
If you already own items from the original event, the "repack" still requires you to buy 24 packs. Owned items are replaced with "Question Mark" slots that draw from a pool of other Epic and Legendary items.
