The story follows , a wealthy socialite and neuromodified "reader" who can telepathically perceive surface thoughts. After a scandal, his aunt (the planetary Legislator) forcibly conscripts him into the military to be "synced" —a permanent mental bond that allows an "architect" to control a reader's mind.
